Overview

TISTA Science and Technology is seeking a Product Owner w/EDI experience who will work as a subject matter expert working with EDI data and business processes.

Responsibilities

  • Product Vision and Strategy 
    • Define and communicate the product vision, goals, and roadmap for the Electronic Branch Exchange (EBX) system in alignment with the VA's mission and objectives. 
    • Act as the primary advocate for Veterans, ensuring solutions are Veteran-centric and address their needs effectively. 

  • Backlog Management 
    • Create, prioritize, and manage the product backlog, ensuring clarity and alignment with business priorities and stakeholder expectations. 
    • Assist with writing detailed user stories and acceptance criteria that are actionable for the product team. 

  • Stakeholder Collaboration 
    • Work closely with VA business units, product teams, and external partners to gather and refine requirements. 
    • Facilitate ongoing communication between stakeholders and the product team to align deliverables with expectations. 

  • Agile Development Leadership 
    • Serve as the primary decision-maker during sprint planning, reviews, and retrospectives. 
    • Provide clarity and guidance to the product team on priorities and expectations. 
    • Ensure the delivery of high-quality, incrementally developed features and stories within specified timelines. 

  • Data Security and Compliance 
    • Ensure that all solutions adhere to federal security, privacy, and accessibility standards. 
    • Collaborate with compliance and legal teams to align with VA regulations and policies. 

  • Performance Monitoring and Feedback 
    • Define and track key performance indicators (KPIs) to evaluate the success of the product capabilities delivered. 
    • Gather and analyze feedback from end-users and stakeholders to drive continuous improvement. 

  • Change Management 
    • Actively participate in organizational change initiatives to ensure smooth adoption of enhancements and new features. 
    • Provide training materials, demonstrations, and support to end-users as needed. 

 

Qualifications

  • 5+ years of experience as a Product Owner, Product Manager, or in a related role, preferably in a government or enterprise IT environment. 
  • Proven track record of managing product development for electronic business exchange systems or similar platforms.
  • Strong understanding of Agile methodologies (e.g., Scrum, SAFe) and experience working in Agile teams. 
  • Knowledge of electronic data interchange (EDI), APIs, and secure data exchange protocols. 
  • Familiarity with federal IT policies, standards, and compliance frameworks, including FISMA, NIST, and Section 508. 
  • Exceptional communication, collaboration, and stakeholder management skills. 
  • Ability to translate complex technical requirements into actionable user stories and priorities. 
  • Strong problem-solving skills and ability to make data-driven decisions.
  • This role requires high-level of professionalism; and oral and written communications skills since there is a high level of interaction with the customer.

Preferred: 

  • Experience in the Department of Veterans Affairs or other federal government agencies. 
  • SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO) or equivalent certification. 
  • Familiarity with Behavior-Driven Development (BDD) and Human-Centered Design (HCD) principles. 
  • Experience with tools such as Jira, Confluence, or similar product management platforms. 
  • Knowledge of the VA's mission, veteran needs, and federal electronic business processes.

 

Education:

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. 

Clearance

  • The ability to pass a Tier 2/Modest Background Investigation

Location: 

  •  Remote, USA

Pay Range:

  • The suggested pay for this position ranges from $69,250 to $87,570
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location
