Responsibilities

The Program Manager assigned to this position serves as a Senior Management Analyst, reporting to the Enterprise Command Center Director and Operations Chief.   The incumbent must be able to manage a portfolio of projects while being well versed in full systems development life cycle, principles of IT Service Management, enterprise engineering, strategic information planning, business process re-engineering, and a variety of management practices, including Agile, DevSecOps and CCPM.  Must be able to identify, articulate and mitigate risks to the ECC program.  Specifically:

  • Management of data collection, analysis, and reporting on program effectiveness and performance.
  • Analysis and preparation of program status reports for internal and external use at all levels.
  • Coordination of administrative matters that cross departmental lines and ensures open lines of communication between departments while addressing issues.
  • Manages the full lifecycle of projects for ECC from requirements intake to full solution development and delivery.
  • Evaluates, determines, and documents specific requirements related to ECC programs and translates those requirements into a roadmap with target dates for accomplishment.
  • Provides leadership, guidance and managerial oversight of multiple project managers and their assigned projects.  Compiles program data and provides reporting of project status, milestones, challenges, and accomplishments.
  • Determines and manages project schedules utilizing prescribed Agile methodologies and tools.
  • Provides routine reporting of project milestones, risks, impediments, and escalation requirements.
  • Presents to leadership, stakeholders and/or governance groups, the vision and strategy of the project, the roadmap of planned deliveries, and capabilities to be delivered in each release.
  • Conducts cross-organizational coordination as required in support of project delivery.
  • Expedites and coordinates services to assist in managing complex enterprise projects. 
  • Manages assigned tasks to completion within the schedule, budget, and scope of the project.
  • The Incumbent has knowledge or facts owned by the organization, including assets such as future product designs, customer/price lists, and internal policies not intended for public consumption sometimes also referred to as Proprietary Information and requiring of an approved VA Non -Disclosure Agreement (NDA).

Qualifications

  •  Ability to coordinate administrative and operational functions, streamline management systems, manage resource requirements, coordinate management-team response, improve business efficiency, and analyze financial and budgetary data.
  • Ability to develop, coordinate, and support the implementation of new business functions and processes on pace with a highly dynamic organizational environment.
  • Ability to proactively identify the data needs of the organization, create new collection techniques, identify relevant metrics criteria, and develop corresponding reporting methodologies.
  • Ability to confidently collaborate with the Director, Operations Chief, other organizational leaders and supervisors to develop, analyze, evaluate, and review projects relating to process improvement, problem resolution, and workforce management, providing the resulting outcomes as data-driven recommendations for action and approval.
  • Ability to examine strategies, processes, and resources for improving organizational performance or taking into consideration the potential contribution of new and emerging technologies.
  • Ability to analyze initiatives and recommend practical strategies for implementing sustainable organizational or process change.
  • Ability to support weekly, monthly, quarterly, and annual program reviews in support of managing goals, strategic plans, and end-of-year budget projections. 
  • Ability to proactively identify problems that frequently result from a variety of administrative, organization, budget, or technology conflicts and recommend appropriate actions to resolve issues. 

 

Desired Certifications:

  • Project Management Institute – Agile Certified Practitioner
  • Certified Scrum Master
  • Kanban Management

 

Education:

  • Master's Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline or equivalent PLUS 15 Years of experience
  • Ten (10) years of additional relevant experience may be substituted for education

 

Clearance: 

  • The ability to pass a Tier 2/Moderate Background Investigation 

 

Location:

  • Remote, USA
  • Monday - Friday (7:30 AM - 4:00 PM CST)

 

Pay Range:

  • The pay for this position ranges from $95,730 to $105,500
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location
  • Also, certain positions are eligible for additional forms of compensation, such as bonuses
