Overview

TISTA Science and Technology is seeking a Pre-Sales Engineer to fill a high impact and prominent role. The successful candidate will be a well-versed with the development of solutions for proposals.

Responsibilities

  • Develop and provide technical solutions for proposals and strategic pursuits as well as creating content and contributing to the writing and assessments of proposals
  • Develop and write technical responses to Requests for Proposals and Quotes (RFPs and RFQs), Requests for Information (RFIs) and Sources Sought Notices (SSNs)
  • Write, edit, and review technical proposal content, consolidating, rationalizing and incorporating reviewer/technical expert edits and developing basis of estimate (BOE) to support pricing team
  • Support the development of marketing materials such as whitepapers, slicks, trifolds, etc.
  • Review solicitation documents to understand scope of work and customer needs to develop an overarching solution to be proposed as part of the solicitation response
  • Develop and identify reusable solution content and branding of frameworks and methodologies for proposals and presentations, proof-of-concept (PoC) and Case Studies
  • Supporting customer projects in the development of complex solutions and new service offerings.
  • Develop technology solutions focused on improving efficiency within current projects and develop innovative ideas supporting organic growth.
  • Support capture strategy development through technical leadership, including the creation and marketing of discriminating value propositions.
  • Support all aspects of the new business development life-cycle with innovative technical ideas, reviews and discussions.
  • Participate in technical proposal content reviews and make recommendations for content improvement and/or compliance.
  • Collaborate with the Business Unit leadership team, Service Delivery Team and other subject matter expert staff to provide technical leadership in the design, development, writing, proof of concept (PoC) development and Implementation of the Technical Approach for new business and supporting existing business.

Qualifications

 

  • Experience on medium or large size business captures and proposals
  • Experience in writing for white papers, RFI responses, and proposals
  • Experience with Federal contracting and procurement
  • Familiarity with Federal Civilian agencies
  • Ability to convert business requirements into logical solution designs 
  • Experience in conducting trade studies, product evaluations, or research projects.
  • Business and Technical understanding of Department of Health and Human Services (HHS) Operating Divisions including Centers for Medicare and Medicaid Services (CMS) and National Institutes of Health (NIH), and Veterans Affairs (VA) is preferred.
  • Experience and/or expertise in at least three of the following areas: System Development, Software or Application Development, Application Modernization, Software Engineering, Operations & Maintenance, System Architecture, Cloud Architecture, Agile Development, Dev/Sec/Ops, and Healthcare Service Delivery.
  • Experience engaging in business development and capture efforts.

 

TECHNICAL EXPERTISE:

  • Converting proposal requirements into engineering solutions independently and able to write the solutions in a proposal response format
  • Experience in RFP solution development

 

EDUCATION

  • Bachelor’s Degree in IT or Computer Science
