Overview

TISTA Science and Technology is looking for a Sr Business Analyst to join the team in Bethesda, MD. The Sr Business Analyst is responsible for providing technical support and guidance on a variety of hands-on engineering design, integration and maintenance in accordance with HHS/NIH standards.


The Sr Business Analyst has the responsibility for ensuring the effectiveness of information systems implemented to meet the needs of our clients. The Sr Business Analyst process will be dependent on existing systems requirement documents or the creation of new business process documentation developed along with test artifacts. The Sr Business Analyst will be expected to provide guidance to other team members, external contractors, and the overall project teams.

 

The goal of the Sr Business Analyst is to support quality deliverables and processes for the organization as it adopts new technologies – like Cloud, High Performance Computing, and Machine Learning.  Ultimately, the Business Analyst will work with the client to support its health-care research mission.

Responsibilities

  • 15+ years of business and requirements analysis experience using industry best practices and techniques. 
  • Intimate knowledge of NIH extramural operations in general, and the NIH grants management process, in particular, is required. 
  • Ability to work with all facets of the organization and at all staffing levels from senior Institute management to support personnel and technical staff. 
  • Fluid in the use of various modeling techniques to document requirements, processes, and data is expected. 
  • The ability to communicate effectively in writing, presentations, and orally is required. 
  • Expert Knowledge in implementing different relationships between applications and automate the business process using work-flows, approval processes.
  • Conduct Root Cause Analysis, review RCA and lessons learned with customer
  • The individual in this position must be the primary liaison between the Institute business stakeholders and the Institute IT organization and have intimate knowledge of business and IT to be effective.
  • Demonstrated experience with Business Process Analysis and Process Improvement/Optimization.
  • Formal requirements elicitation and documentation
    • Business Process Requirements (BPR)
    • Software System Requirements (SSR)
    • Manage Scope
  • Modeling techniques for:
    • Requirements
    • Data
  • All aspects of Agile development methodology
    • Experience as a SCRUM Master strongly desired
    • Development of User Stories supported by Use Cases
    • Usage of the following techniques:
    • Data Modeling
    • Data Flow Diagrams
    • Prototyping
    • Work-flow Diagrams
    • Functional Decomposition
  • Utilization of Jira and Confluence
  • Functional Testing
  • General experience with these or similar tools:
    • Visio
    • Erwin
    • HP Quality Center
    • Sparx
    • Zephyr

 

Qualifications

  • B.S. in a Business or Communications
  • 10+ years overall experience
  • 3+ years in an analyst or similar role (e.g., data analyst, project analyst)
  • Mastery of Microsoft Office tools, including Word, Excel, Power-Point and Project
  • Excellent written and oral communication skills

Additional Qualifications:

  • Experience leading efforts in a Federal Health-care agency (e.g., HHS, VA)
  • ITIL v3 Certification.
  • Experience with RPA and UI Path highly desirable.
