The Release Train Engineer (RTE) is responsible for ensuring that VA Release and Deployments standards are upheld and clearly defined throughout the entire process of the project's life-cycle. It is required that the Release Manager have the following qualifications: 

  • Demonstrated ability to coordinate and monitor progress to ensure application releases are delivered on time    
  • Demonstrated ability to communicate all key project plans, commitments, and  changes including requirements, QA plans, schedule, and scope changes  
  • Demonstrated ability to communicate with stakeholders 
  • Ability to manage relationships and manage the coordination of work between different teams at different locations  
  • Ability to conduct Release Readiness reviews, Milestone Reviews, and Business Go/No-Go reviews   
  • Participate in developing value stream and PI Planning activities and enable Agile release teams to deliver requested business value 
  • Ability to coordinate and facilitate release train events and processes across multiple agile teams and escalate and resolve impedimentswhen needed 
  • Experience maintaining a release repository which is used to manage key documentation consisting of build and release procedures, dependencies, and notification lists    
  • Demonstrated ability to coordinate cross-functional work teams toward task completion (e.g. build deployments)    
  • A minimum of five (5) years of experience in information systems operations 

It is desirable that the Release Train Engineer (RTE) have the following qualifications:    

  • Possess a management certificate (e.g., PMP).   
  • In lieu of a professional certification mentioned above, a minimum of seven (7) years’ experience is required.   

Additional TISTA requirement (RTE – Release Train Engineer):   

  • Take responsibility for Agile Release Train (ART) processes and standards, program-level planning, execution and continual improvement 
  • Facilitate program feature grooming and manage program-level backlog 
  • Facilitate program-level dependencies with other Release Trains and shared services 
  • Plan and facilitate the PI planning event 
  • Aggregate team objectives into PI objectives and publish for visibility and transparency 
  • Plan, manage and track program-level execution and Program Increments (PI) feature delivery, escalate impediments and risks (produces reports) 
  • Understands the government Product Owner's acceptance criteria to determine when a backlog item is done 
  • Leads the systems-team through program increment and program iteration planning  
  • Identifies and mitigates impediments to the software development schedule  
  • Guide and coach other Scrum Masters on the team  
  • Facilitate Scrum-of-Scrums forum, manages program-level impediments and risks, and ensure the Release Train stays on track for program-level initiatives and features delivery  
  • Manage and track metrics and score card 
  • Drives program-level continual improvement and consistency across Agile Release Train via retrospectives and Scrum-of-Scrums forums 


  • 4+ years of experience in coaching and mentoring skills on Agile methodology and understand Scrum Framework, Scrum-of-Scrum lead and working in a scaled Agile environment setting 
  • In lieu of a degree, 5+ years of coaching and mentoring skills on Agile methodology and understand Scrum Framework, Scrum lead or Scrum master, and working in a scaled Agile environment setting 
  • Six or more years of data modeling experience 
  • Experience with ER and dimensional data modeling for relational database systems, such as DB2, Oracle, or PostgreSQL  
  • Experience with big data platforms and solution is plus 
  • Proficient in Erwin for data modeling (preferred)  



  • Bachelor's or Master’s degree in Computer Science, Information Systems, Mathematics, or other related discipline 
  • Minimum of 8 years of work experience 



  • Ability to obtain a Moderate Background Investigation (MBI) clearance
