The Enterprise Architect will work to understand customer needs, validate solutions, and define and create the architectural depictions and documents to ensure seamless integration, and address all customer requirements, standards, and priorities, including performance, functionality, ease of use, and security considerations. This person will provide technical expertise, direction, and guidance to develop and communicate the program vision. 

• Enterprise Architecture (EA) Integration in the program level and facilitating the independent designed applications, data, services and other IT resources to work together in portfolios, programs, and projects while meeting VA standards 
• Create design simulations, conceptual diagrams and working reference models as required  
• Design simulations shall be in a format that can successfully demonstrate to the product owner defined functionality to achieve customer acceptance 
• Create executable prototypes to include Service bus mediation flows; Business Process Management orchestration flows; Business rules and decision services; Use of mock test data and services  
• Documentation and executables to be checked into  GitHUB or similar tool for version control 

• Design a detailed system, application, and data architecture in line with Enterprise Design Patterns, based on the analysis of product backlog requirements 
• Design system schematics, including system and subsystem performance-based descriptions, data flow and key interfaces between them, and interfaces to the existing software and Benefits Portfolio interfaces in compliance with security, architecture and technology standards 
• Support the Enterprise integration that includes the integration of current state architecture as well as standards used when integrating new solutions into a road-map toward a future architecture 
• Integrate the use of shared solution capabilities and designs, re-useable designs and patterns, and forecasted capabilities 
• Identify, track, and assess integration issues and work with appropriate stakeholders, sustainment and/or development contractors to ensure potential dependencies regarding integration and data exchange issues between projects are being addressed adequately 

• Support and document an initial and ongoing Enterprise Integration Assessment of programs and their dependencies, including assessment of functional and non-functional requirement dependencies, system interoperability/standards, past architecture and tool decisions, and current/planned resource utilization of operational architecture to improve Veteran experience 
• Provide logical and technical situational awareness of current state operational architecture and resource consumption (dashboard content) for deployed assets. Update the current state operational architecture in Portfolio/Segment Architecture, Platform Reference Architecture and Portfolio Reference Architecture documents applying strict version control 
• Support the development of a technical architecture overlay for the Benefits Portfolio domain area 
• Provide the concepts of operations for the Benefits Portfolio encompassing the functions, relationships, and dependencies of internal as well as external systems 
• Support the development of the Portfolio/Segment Architecture and participate in architecture review sessions 

• Include patterns, standardized vocabulary, segment ontology, technical architecture standards and constraints, definition of compliance criteria and compliance checklists, gap analysis and recommendations (segment overlaps and solution overlaps), functional capability decomposition, and guidance 
• Provide input to OI&T design patterns and input into Exhibit 300 architecture and information sections 
• Provide Strategic Architecture, Business Architecture, Data Architecture, Application and System Architecture, Infrastructure Architecture, Security Architecture, and/or To-Be Architecture support 

• Minimum of 5 years of experience in design and development of Solution architecture along with EA certification (preferred). 
• Knowledge of EA tools include Unicom System Architect (SA), InQuisient (Enterprise Elements), Oracle Application Express (APEX) and other tools like Rational CALM, Informatica ProCenter (preferred). 
• Minimum of 3 years of experience in Department of Veterans Affairs (preferred) 
• Experience must include a wide range of work in creating EA Models and documentation with all components that comprise IT systems including network topology and or software development. 
• Experience with the implementation of VA Compliance User Stories (preferred) 

Education: 

• Master’s degree in Computer Science, Engineering, Math, or equivalent 
• 10 + years of additional relevant experience may be substituted for education 

Clearance: 

• Ability to obtain a Moderate Background Investigation (MBI) clearance
