A large Federal healthcare agency is implementing a risk-based approach to cybersecurity that creates unity of effort across 20+ cybersecurity projects that are currently separate. One of the key challenges is defining an effective cybersecurity approach that works enterprise-wide, implementing multiple new cybersecurity tools, and driving the adoption of best practices, and data-driven processes across the stakeholder groups. The overall approach must continue to support the organization even as it adopts new technologies – like Cloud, High Performance Computing, and Machine Learning – to support its healthcare research mission. 


The Technical Project Manager will use a consultative approach to build and maintain relationships with senior government staff and contractors, and will apply a deep understanding of current technology and cybersecurity to identify and elevate implementation challenges, define and gain consensus on courses of action, and manage execution risk. The Technical Project manager will also drive collaboration and thought leadership, to improve adoption and identify efficiencies. This person must be resourceful, detail-oriented, 100% client-focused, and possess a continuing passion for their profession.



  • Establish and maintain program management support services, tailoring the project management approach to team and project needs.
  • Analyze project management and task order management needs and tailor industry best practices to suit the environment; apply a wide range of traditional and agile principles to provide responsive and effective project management solutions.
  • Apply knowledge of federal government planning, programming, and budgeting as well as resource planning and execution processes, to support customer program planning, decision briefings, and progress assessment across multiple projects.
  • Work with stakeholders to define clear project objectives and requirements, agree on priorities, communicate progress updates and demonstrations, and provide responsive change management in frequent planning/re-planning meetings.
  • Document requirements in business cases, project charters, and project plans; update these documents to record progress and changes.
  • Work with cross-functional teams with diverse technical skillsets to support successful project completion; re-plan and adjust project courses based on realities of team velocity and dynamic business/user needs.
  • Track progress and report on status and metrics at the task/work package and project level.
  • Create a project management dashboard for providing timely progress information to project teams and customer management.
  • Devise clear risk mitigation strategies and engage appropriate stakeholders.



  • B.S. in Computer Science or Information Management
  • 10+ years overall experience in the IT or IT consulting field
  • 5+ years experience managing IT projects as Project Manager or Program Manager for IT infrastructure, application development, or cybersecurity projects
  • 5+ years experience directly interfacing with clients, with a proven track record of managing client expectations and maintaining relationships
  • 5+ years of performance management, finance, and government procurement experience
  • Experience applying a variety of technology implementation methodologies (e.g., agile, waterfall) within a large-scale program that spans multiple stakeholder groups
  • Mastery of Microsoft Office tools, including Word, Excel, PowerPoint and Project
  • Excellent written and oral communication skills, with 3+ years experience preparing and presenting technical topics to senior audiences


Additional Qualifications:

  • Experience leading efforts in a Federal Healthcare agency (e.g., HHS, VA)
  • ITIL v3 Certification
  • Masters Degree in IT or Business related field
  • Certified Project Management Professional (PMP)
  • Security-related certification (e.g., CISSP, Security+)
