The Program Manager is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery driving processes and quality improvement for specific products and initiativesfor a large Federal Civilian Health Research Agency. This person will lead  a large team of IT and PMO professionals to deliver project success in support of a large health-based federal agency. The Program Manager will look to manage expectations through data, drive innovative solutions, identify efficiencies, and maintain thought leadership across the enterprise.

Responsibilities

 

  • Interact with the client to understand the business value streams and overall project needs.
  • Define the scope and business rules for the project based on client needs.
  • Responsible for release schedule and aligning with master schedule(s).
  • Manage scope creep by implementing a thorough change control process, maintaining the product backlog, continuous grooming.
  • Create a risk register, management, and mitigation plans for the projects.
  • Represent the project team at Business and Management meetings.
  • Report project progress through reports and dynamic data/SLA/performance dashboards.
  • Conduct team meetings. Assist the team with any roadblocks and help resolve the impediments.
  • Coordinate, develop, and update project management artifacts in accordance with project needs and direction.
  • Develop, coordinate, and manage project elements, including but not limited to Backlogs, Schedules, Milestones, Budgets, Risks, Action Items, and Deliverables.
  • Develop and maintain strategic themes based on the client’s priorities, translate into program objectives, features.
  • Perform frequent Project Status Reviews (PSR) with the stakeholders.
  • Gather metrics and reports status and communicate to Management.
  • Contribute to program management improvement and standardization activities.

Qualifications

 

  •  Minimum of 10 years’ experience, of which at least eight years must be specialized.
  • 5 + years’ experience with project management, risk management, and process improvement
  • Staff management experience of no less than 20 FTE’s
  • Strong customer relationship skills
  • Knowledge of driving data collection, analysis, and data-driven decisions
  • Strong problem solving and analysis skills, self-motivated, and able to work and communicate in a team environment
  • Represent the project team at Business and Management meetings.

  • Familiarity with scheduling control standards and guidelines
  • Tenacious follow-up on projects and issues
  • Prior experience with federal government highly preferable

Education:

  • A degree in Computer Science, Information Systems, Engineering, or related field.  
  • Master’s degree preferred
  • Project Management Professional (PMP) certification (preferred)
