Overview

TISTA’s CMS Business Unit is looking for an exceptional Program Manager for Product Development to provide direction to a cross-functional team responsible for engineering, IT integration, business operations, support and maintenance of our nation’s Medicaid and CHIP Data. The position requires an energetic self-starter with a strong technical background and broad experience in product development management and preferably background in Health IT. 

Responsibilities

  • Drive a complex data driven analytical project to achieve targeted and measured business goals and key objectives
  • Responsible for end-to-end business processes: user research, engineering and operations
  • Possess strong leadership skills to build partnerships beyond the team to our business partners in CMS, third party vendors and internal stakeholders
  • Interface with the sponsors, users, and all other stakeholders to determine and understand their business requirements and objectives of new projects and/or work requests
  • Lead project with best practices in Agile Software Development and DevDecOps
  • Acts as a Value Team Facilitator (VTF) in an Agile development environment
  • Coordinate and schedule resources across multiple organizations to align project requirements with business goals and objectives, work with CMS in establishing priorities. Supervise and analyze Agile Epics and User Stories
  • Demonstrate proven IT architecture and software design knowledge to identify, monitor, report and escalate project-related issues to achieve timely resolution
  • Utilize project tracking tools and systems to accurately document milestones completions, project issues, corrective action plans, project risks and issues, and overall project health
  • Develop excellent program reporting to demonstrate accomplishments, progress, risks and issues
  • Run effective meetings with local and remote attendees, attendees from many time zones and cultures using multiple collaboration tools
  • Make strong and effective presentations aimed at aligning technical solutions with business value

Qualifications

  • Five (5) years minimum proven experience as a Project/Product Manager involving new product development with focus on User Experience in an agile team
  • Excellent general technical skills for troubleshooting software issues, AWS Cloud issues, and other potential infrastructure factors which can affect project implementation
  • Thorough understanding of project/program management techniques and methods in CMS/federal government projects - Preferred
  • Excellent Knowledge of change management principles
  • Excellent knowledge of MS Office; solid working knowledge of program/project management software (MS Project, JIRA, Confluence etc.)
  • Excellent organizational skills and attention to detail
  • Outstanding verbal and written communications skills
  • Ability to think “outside the box” to identify problems and brainstorm solutions with the team
  • Ability to interact and communicate with various departments – need to be able to adapt to audience (C-level, IT, users, etc).
  • PMP and Agile certification strongly preferred
  • Strong presentation skills, both verbal and written including proficiency with presentation tools such as PowerPoint or similar software
  • Strong knowledge of Big Data Implementations
  • Able to multi-task without losing attention to detail
  • Self-driven; able to lead a project from scoping to delivery
