TISTA Science and Technology is working with CMS helping manage Medicaid and CHIP Data in the AWS. As part of this task in aggregating, maintaining and improving data quality, we are seeking an HCD/User Experience Lead professional who exhibits strong knowledge and experience in researching, designing and developing products that meet user needs and program goals. Our goal over the next few years is to ensure a User Centric product development becomes integrated to the current process and leads awareness and understanding of stakeholders engaging with our program.

If you choose to be part of this team helping reshape healthcare information with CMS, we will expect you to take the lead in developing highly innovative solutions, be able to communicate and convince team members on recommendations, show research capability to back up assessments and understand strategic importance of certain decisions.


  • Work with a range of stakeholders to elicit an understanding of product vision by supporting strategic design and user-experience decisions related to core product function.
  • Collaborate with a team of product owners and engineering team members on all phases of the software development lifecycle
  • Identify design problems, develop elegant analysis and solutions, and justify design decisions eloquently.
  • Incorporate best practices for accessibility, usability, 508 compliance, web performance, and design into our products and ultimately evangelize a more consistent and delightful user experience.
  • Use appropriate research methodology, tools, and protocols to conduct user-centered research, including but not limited to usability studies, focus groups, and analysis of user behavior.
  • Take a user-centered design / human-centered design approach and rapidly test and iterate your designs.
  • Perform research, evaluations, and validations of moderate complexity.
  • Perform subjective and objective research both qualitatively and quantitatively, to gather deep end-user understanding.
  • Perform usability/heuristic evaluations and validations across the product or solution lifecycle.
  • Translate concepts into wireframes and mockups that lead to intuitive user experiences.


  • Bachelor s Degree in design and development related area. Master’s degree preferred.  An additional eight (8) years of relevant experience may be substituted for degree requirement.
  • Minimum of five (5) years of Ui/UX experience in an Agile delivery environment supporting incremental development of high-quality, fully tested application component every few weeks.
  • Minimum of five (5) years of experience eliciting requirements and synthesizing information from multiple sources to design rich customer experiences
  • Proficiency with design and presentation applications (i. e. Adobe Photoshop, Illustrator, Sketch, InVision)
  • Excellent written and verbal communication skills and outstanding research skills
  • Self-starter that can work under general direction in a highly collaborative, team-based environment
