    TISTA Science and Technology is seeking a Technical Recruiter to assist with technical roles for our Cyber security, Software Development, PMO, and Infrastructure programs. The ideal candidate has a proven ability to find and engage some of the hardest to reach technical talent, as well as a strong sense of urgency. Primary responsibilities are sourcing, screening, scheduling interviews, salary negotiation, community liaison, and on-boarding.

    Responsibilities

    • Serve as a subject matter expert in talent acquisition.  Able to advise hiring mangers on market data (salary & availability), compliance initiatives, hiring legalities, and strategy
    • Serve as a community liaison between Tista and the community.  Foster relationships with local schools/universities, military bases, veteran organizations, organizations supporting ADA hiring, etc. 
    • Work with clients to develop position descriptions that meet labor category requirements
    • Support proposal activities by recruiting key personnel for submission, and participating in incumbent capture outreach
    • Conduct market research on key skill sets and providing recommendations to hiring teams
    • Use creative techniques to source and screen passive and active technical candidates
    • Schedule interviews, gather feedback, and provide summaries to hiring team
    • Pipeline building 
    • Conduct salary negotiation, offer extension and on-boarding
    • Provide hiring manager a summary of the candidates’ communication skills and overall impression
    • Employment branding initiatives
    • Compliance activities 

    Qualifications

    • 7+ years’ full life-cycle recruiting experience in a fast-paced corporate or agency environment
    • Proven ability to source and engage passive technical talent and niche technical talent
    • Experience identifying cleared and non-cleared technical talent for federal programs
    • Experience recruiting technical skill sets:
      • Software Development
      • Dev-Ops
      • Cyber Security
      • Product Management
      • System Administration
      • Software Testers
      • Scrum/Agile
      • ISSO
      • Analysts
    • Must be skilled with asking probing questions to determine the candidates’ qualifications and skill-sets for the role
    • Strong experience with creative recruiting methods, including sourcing products and applicant tracking systems
    • Have a solid work ethic and personal accountability
    • Savvy with social media
    • Experience supporting Health and Human Services, Centers for Medicare/Medicaid required 

    Education:

    • Bachelor’s degree in a technical field required 

     

    Location:

    • Rockville, Maryland or Columbia, Maryland
