    TISTA is looking for a qualified candidate to serve as a Privacy Analyst supporting the implementation of an enterprise-wide Privacy Program at our client’s location in Washington, DC. The Analyst will serve as a liaison between the business and technical teams by planning, conducting, and capturing the analysis of complex, strategic privacy matters that require information technology solutions.  The ideal candidate will have knowledge of, and experience working with, issues that require application of the Privacy Act of 1974, the E-Government Act of 2002, OMB Circular A-130, Federal Information Management Act (FISMA) and National Institute of Security Technology (NIST). The Analyst will work with a team of professionals who will support the implementation of an enterprise-wide Privacy Program.  The preferred candidate will have knowledge of federal privacy policies and procedures related to handling Personal Identifiable Information (PII), protected health information (PHI) and sensitive but unclassified information (SBU). 


    • Analyze privacy and protection of personal information data policies and practices
    • Analyze the organization’s Privacy Program Maturity Model framework and findings; process redesign, performance measurement and management, strategy, risk management, and privacy and security operations
    • Complete succinct policy recommendations as well as formal reports
    • Demonstrate knowledge of the Privacy Act of 1974 and the E-Government Act of 2002  
    • Specialized experience in privacy and security process analysis, specifically including compliance documentation drafting and analysis, preferred, including:
      • Privacy Impact Assessments (PIA)
      • Privacy Threshold Assessments (PTA)
      • System of Records Notices (SORNs)
      • Computer Matching Agreements (CMA)


    • 2-3 years of privacy experience in an information sharing and/or data protection environment
    • Ability to implement privacy policies and strategic measures that cover most elements of a robust enterprise-wide Privacy Program
    • Excellent analytical, research and writing skills
    • Excellent leadership, organizational and time-management skills
    • Experience drafting or analyzing PTAs, PIAs, SORNs, CMAs
    • Knowledge of business process improvement and government privacy processes; specifically, knowledge of IT systems and the SA&A process
    • Must demonstrate an ability to meet deadlines
    • Must have strong MS Office Suite experience; use of MS Project, Visio and SharePoint is a plus
    • Strong understanding of and experience with health programs and protected health information (PHI) is a plus
    • Specialized experience in privacy and security process analysis is preferred but not required
    • Experience with business process re-engineering, process improvement and organizational change is a plus
