    TISTA Science and Technology Corporation is seeking to hire several Program Managers to work on-site in Washington DC /Remote.

    Veterans First! 

    Seeking a Program Manager with 10+ years of experience to provide management, direction, administration, quality assurance, and leadership of project staff execution for each of the assigned Service Programs. Role provides on-site, day-to-day support of financial services programs and projects including quality monitoring and SME-level inputs to improve the overall performance of the assigned programs/projects. Responsibilities include risk management, configuration management, and budget and cost analysis, release support, and assessment and authorization support to VA IT development/ sustainment project(s).  Successful candidate will have strong experience in program/project management and software development methodologies including at least five years of experience leading a program using Large Scale Scrum (LeSS) and SAFe. Ideal candidate should have proven abilities leading teams in the execution of project tasks and providing program monitoring including risk/issues management and contract compliance. This role is the primary interface with the customer and requires exceptional professionalism and oral and written communication skills. 

    Responsibilities

    • Provide day-to-day management guidance and direction to project personnel in the execution of tasks defined in the PWS
    • Use proven project management and software development methodologies, including Large Scale Scrum (LeSS), SAFe, VIP and Process Asset Library (PAL) that assure that all contract-driven activities are identified, documented, and tracked so that the contract shall continuously be evaluated and monitored for timely and quality service
    • Provide expert SME input to PMO and client leadership that will improve the overall maturity of the PMO
    • Manage team assignments and oversee daily tasking of project team
    • Maintain and improve Program/project related process documents in the PM Playbook
    • Act as primary interface with client and ensure client’s needs are met within the scope of this project and our contract
    • Provide project financial and resource management
    • Identify, communicate, mitigate and manage project risks; provide weekly updates to Portfolio Risk Manager on issues/risks requiring escalation
    • Manage resources and project to cost, schedule and performance, aligned with timelines established in the Project schedule, and monitor progress
    • Complete and deliver on time monthly status reports
    • Provide quality assurance over program/project deliverables and ensure timely submission of all contractual deliverables
    • Apply scaled lean agile methodology and framework (SAFe)
    • Manage project in compliance with VA’s Veteran-focused Integration Process (VIP) governance model
    • Manage multiple projects aligned to the program
    • Demonstrate deep understanding in full systems development life cycle, enterprise wide network engineering, strategic information planning, business process reengineering, structure and management practices

    Qualifications

     

    • Minimum 10 years’ experience required
    • 5 years’ experience leading a Program using either LeSS or SAF required
    • Experience managing program management tasks within VA, specifically working knowledge of VA’s VIP management process and Rational Tool Suite
    • Knowledge of methodologies, technologies, frameworks, and toolsets such as Agile methodology, Scaled Agile Framework (SAFe), Pega technology, IBM Rational toolset, VIP, Project Management Institute Project Management Body of Knowledge, Lean Six Sigma (LSS), and Electronic Data Interchange (EDI) technology
    • Deep understanding of scaled agile development methodologies (SAFe)

    Education/Certifications:

    • Minimum Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline
    • Additional 8 years’ relevant experience may be substituted for Bachelor’s degree
    • SAFe certification (required)
    • Certified Project Management Professional (PMP) (preferred)
    • Certified Scrum Master (preferred)

    Clearance:

    • Ability to obtain a VA MBI
