    TISTA Science and Technology Corporation is seeking to hire an experienced Portfolio Manager in Austin, TX.

    Seeking a Portfolio Manager with 15+ years of experience to support a large-scale and complex multiple program\project financial services portfolio. The role provides project management, project planning, project documentation, administrative and meeting support, risk management, configuration management, and budget and cost analysis, release and deployment support, and assessment and authorization support to VA IT development/sustainment project(s). Successful candidate will have strong experience in program/project management and software development methodologies including at least 5 years of experience leading a portfolio using Large Scale Scrum (LeSS) and SAFe. Candidate should feel comfortable engaging at all levels of management to support a variety of Portfolio / Program / Project tasks and reporting requirements. Position requires proven abilities in proactive portfolio monitoring including experience identifying and resolving risk and issues and monitoring contract compliance.


    • Act as primary interface with client and ensure client’s needs are met within the scope of this project and our contract
    • Provide day-to-day management guidance and direction to project personnel in the execution of tasks defined in this PWS
    • Provide management, direction, administration, quality assurance, and leadership of the program execution as outlined in the PWS
    • Ensure all personnel are appropriately qualified to perform on task order adhering to timelines established in the Project schedule
    • Apply proven project management and software development methodologies, including Large Scale Scrum (LeSS), and SAFe that assure that all contract-driven activities are identified, documented and tracked so that the contract shall continuously be evaluated and monitored for timely and quality service
    • Proactively monitor the performance of Programs and Projects and provide expert SME input to PMO and FSC leadership that will improve the overall Portfolio/Program/Project Management maturity of the PMO
    • Manage project in compliance with VA’s Veteran-focused Integration Process (VIP) governance model and Process Asset Library (PAL) processes
    • Provide project financial and resource management
    • Identify, communicate, mitigate and manage project risks; provide weekly updates to Portfolio Risk Manager on issues/risks requiring escalation
    • Manage resources and project based on cost, schedule and performance, and monitor progress
    • Notify the Contracting Officer Representative (COR) and TISTA Program Director of any technical, financial, personnel, or general managerial problems encountered throughout the contract period of performance
    • Provide quality control and ensure timely submission of all contractual deliverables stated in the PWS as well as internal reporting


    • Experience managing program management tasks within VA, specifically working knowledge of VA’s VIP management process and Rational Tool Suite
    • Experience running diverse IT projects (both large and small)
    • Very good understanding of full systems development life cycle, enterprise wide network engineering, strategic information planning, business process re-engineering, and structure and management practices
    • Expert understanding of scaled agile development methodologies (SAFe)
    • Knowledge of Pega technology

    Education & Certifications:

    • Minimum Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline
    • Minimum 15 years’ experience required
    • Additional 10 years’ relevant experience may be substituted for Bachelor’s degree
    • SAFe certification (required)
    • Minimum of 5 years’ experience leading a Portfolio using either LeSS or SAFe required
    • Certified Project Management Professional (PMP) required
    • Certified Scrum Master (preferred)


    • Ability to obtain Moderate Background Investigation (MBI) clearance
