    TISTA is looking for a Business Analyst to work with the Program Manager to support our client’s objective to implement an Enterprise-wide Privacy Program.  The candidate will successfully work with a team to further the client’s Privacy Maturity Model efforts through strategic planning and privacy program implementation activities.  The candidate should have excellent research, writing and organization skills.  The preferred candidate will have knowledge of federal policies and procedures related to handling personally identifiable information (PII), protected health information (PHI) and sensitive but unclassified information (SBU).  Prior consulting experience and experience with business process re-engineering, process improvement and organizational change is a plus.


    • Analyze Privacy Program requirements and risk, as well as identify gaps in compliance processes
    • Coordinate with stakeholders at the highest levels to document program requirements
    • Capture data, collect relevant documentation and participate in reporting requirements
    • Provide solutions to accomplish overall operational efficiency, organizational change and cultural change of Privacy Program office
    • Demonstrate a strong understanding of safeguarding personally identifiable information (PII) and protected health information (PHI)
    • Demonstrate knowledge of Maturity Models, process redesign, performance measurement and management, strategy, risk management
    • Support weekly, bi-weekly and quarterly reporting requirements
    • Provide research on privacy practices and federal privacy environments
    • Responsible for quality reviews
    • Demonstrate exceptional written, oral and analytical skills



    • Prior experience as a consultant supporting a federal client
    • Ability to perform research, analysis, and risk management in a team environment
    • Knowledge of business process analysis and improvement
    • Ability to work under pressure, with time constraints and minimal oversight
    • Knowledge of government privacy processes and policies
    • Must have experience using MS Office Suite, including MS Project, MS Visio
    • Must have experience using SharePoint

    Preferred Qualifications:

    • Knowledge of federal IT systems and the SA&A process preferred
    • Knowledge of privacy statutory authority and guidance (e.g., Privacy Act of 1974, E-Government Act of 2002, OMB Circular A-130, NIST publications and FISMA) preferred
    • Knowledge of data management, protecting personal information and matter related to general information disclosure preferred


    • Bachelor’s Degree or higher
    • 10 years of additional relevant experience may be substituted for education

    Clearance Requirements:

    • Required obtain a NACI level clearance
