Responsibilities

The Business Analyst is responsible for improving business processes and working with maturity models to support an effort to implement an enterprise-wide Privacy Program. Primary duties include supporting the creation and implementation of Privacy Program policies, training, and best practices. The candidate should be able to identify and analyze Privacy Program requirements, identify gaps in processes and develop practical strategic initiatives that support the implementation of an enterprise-wide Privacy Program. The preferred candidate will know federal policies and procedures related to handling personally identifiable information (PII), protected health information (PHI) and sensitive but unclassified information (SBU).Experience with business process re-engineering, process improvement, and organizational change is a plus.

 

  • Communicate with stakeholders, including Privacy Officers and legal teams, about privacy policies, laws and best practices across organization components
  • Demonstrate knowledge of exposure to privacy Maturity Models, process redesign, performance measurement and management, strategy, risk management, and privacy and security operations.
  • Demonstrate knowledge of protecting personally identifiable information (PII)
  • Demonstrate knowledge of proper handling of PII, protected health information(PHI) and sensitive but unclassified information (SBU) and VA health programs and project management process
  • Demonstrate ability to track, monitor and report metrics
  • Demonstrate knowledge of government privacy processes
  • Demonstrate Knowledge of IT systems and the SA&A process
  • Provide recommendations to Program Manager to improve key elements of Privacy Program
  • Prioritize multiple tasks; meet deadlines for contract deliverables
  • Responsible for assisting with quality review and quality control
  • Responsible for weekly, bi-weekly and quarterly reporting and summaries
  • Demonstrate familiarity with Privacy Program compliance documentation, drafting and analysis, including
    • Privacy Impact Assessments (PIA)
    • Privacy Threshold Assessments (PTA)
    • System of Records Notices (SORN)
    • Computer Matching Agreements (CMA)

 

Qualifications

  • Drive policy-related results and take initiative in a multi-layered and multi-component enterprise-wide environment
  • Experience supporting enterprise-level Privacy Programs
  • Excellent leadership, analytical, and data management skills
  • Excellent organizational, interpersonal, verbal, and written communication skills
  • Must have experience working with customers, users and project leads in analyzing, designing, implementing and supporting IT business applications and systems
  • Must have experience as primary point of contact or lead for individual projects and systems
  • Must have experience identifying risks and providing recommendation for risk mitigation
  • Must have experience consulting with stakeholders and serving in an advisory role
  • Must have strong MS Office Suite skills, including MS Project, and Visio; must have experience using SharePoint
  • Must have experience tracking Privacy Program metrics and creating dashboards; experience with Tableau is a plus
  • Specialized experience in privacy and security process analysis is preferred but not required
  • Excellent leadership, analytical, and data management skills
  • Knowledge of business process improvement
  • Knowledge of government privacy processes and policies
  • Must have strong analytical, research and writing skills
  • Must demonstrate an ability to work in a team environment
  • Must demonstrate an ability to meet deadlines and to work with minimal oversight
  • Must have strong MS Office Suite skills, including MS Project and Visio; must have experience using SharePoint
  • Strong understanding of and experience with health programs and protected health information (PHI) is preferred but not required
  • Specialized experience in privacy and security process analysis is preferred but not required 

 

Education:

  •  Bachelor's Degree of higher in Political Science, Public Policy, Computer Information Science, Public Health or related field
  • Juris Doctor degree preferred

Clearance:

  • Ability to pass a NACI
