Responsibilities

TISTA Science and Technology Corporation is seeking a Privacy Analyst, to support the Department of Veterans Affairs to support the implementation of an Enterprise-wide privacy program. This high visibility program incorporates the entirety of the Department of Veterans Affairs (VA) and all of its component Administrations and staff offices. As part of the Office of Privacy team, the Senior Business Analyst will assist the Office of Privacy in the effective use of privacy data serving as a liaison between the business and technical teams by planning, conducting, and directing the analysis of complex, strategic business problems to be solved with information technology.

 

Responsibilities:

  • Evaluate and document requirements, as well as leading implementations for a variety of IT applications, systems and processes
  • Effective use of data provided by cost estimators to create overall cost versus benefit assessment while considering functional benefits, technical performance, and schedule concerns
  • Identify risks/problem areas, accurately define and articulate the problem, develop proposed courses of action, analyze impact to the portfolio, justify recommendations and provide thought leadership for enterprise-wide
  • Must have experience consulting or implementing privacy activities that cover most aspects of the Privacy program
  • Specialized experience in privacy and security process analysis, specifically including compliance documentation drafting and analysis, including:
  • Privacy Impact Assessments (PIA)
  • Privacy Threshold Assessments (PTA)
  • System of Records Notices (SORNs)
  • Computer Matching Agreements (CMA)

 

Qualifications

  • 5 years of experience in Enterprise-level Privacy Programs
  • 8 years of additional relevant experience may be substituted for education
  • Strong understanding of and experience with VA health programs and project management process
  • PTA/PIA/SORN/CMA experience
  • Knowledge of government privacy processes
  • Knowledge of IT systems and the SA&A process
  • Exposure to privacy Maturity Models, process redesign, performance measurement and management, strategy, risk management, and privacy and security operations.
  • Excellent leadership, analytical, and data management skills
  • Exceptional written and oral communication skills
  • Ability to work in a team environment
  • Ability to work under pressure, with time constraints, and minimal oversight
  • Advanced knowledge of MS Office Suite, including MS Project and SharePoint
  • Consulting experience is preferred

Education: Bachelor's Degree in Related Field, Juris doctor preferred

 

Clearance Requirements: Ability to pass a NACI
