Policy Analyst

TISTA Science and Technology Corporation is seeking a Policy and Documentation Analyst who has experience and deep knowledge in the identification, implementation and maintenance of information privacy laws and regulation and its relationship to the Privacy Act of 1974, the E-Government Act of 2002, and the Freedom of Information Act (FOIA) policies and procedures to assist the Office of Privacy. The Policy and Documentation Analyst will work with a cross-functional team of users and customers to document and strategize for process improvements for current business processes.



  • Knowledge of business, functional and technical areas/disciplines
  • Conduct research on special areas
  • Propose new solutions to problems in the areas of their functional expertise
  • Identify risks/problem areas, accurately define and articulate the problem, develop proposed courses of action, analyze impact to the portfolio, justify recommendations and provide thought leadership for enterprise-wide
  • Reviews methods and procedures and makes recommendations on process improvements
  • Must have experience consulting or implementing privacy activities that cover most aspects of the Privacy program.
  • Specialized experience in privacy and security process analysis, specifically including compliance documentation drafting and analysis, including:
    • Privacy Impact Assessments (PIA)
    • Privacy Threshold Assessments (PTA)
    • System of Records Notices (SORNs)
    • Computer Matching Agreements (CMA)
  • Exposure to privacy Maturity Models, process redesign, performance measurement and management, strategy, risk management, and privacy and security operations.


  • 10 years of experience in Enterprise-level Privacy Programs
  • 8 years of additional relevant experience may be substituted for education
  • Strong understanding of and experience with VA health programs and project management process
  • PTA/PIA/SORN/CMA experience
  • Knowledge of government privacy processes
  • Knowledge of IT systems and the SA&A process
  • Advanced knowledge of MS Office Suite, including MS Project and SharePoint
  • Excellent leadership, analytical, and data management skills
  • Exceptional written and oral communication skills
  • Ability to work in a team environment
  • Ability to work under pressure, with time constraints, and minimal oversight
  • Consulting experience preferred

Education: Bachelor's Degree in Related Field, Juris doctor preferred


Clearance Requirements: Ability to pass a NACI
