Program Manager

TISTA Science and Technology Corporation is seeking a Program Manager who is responsible for organizing, directing, and managing all aspects of contract support functions involving multiple complex and inter-related project tasks that often require managing multiple teams of contractor and sub-contractor personnel at multiple locations. Provide overall direction of program activities. Manage and maintain contractor relationships at all levels, including senior levels. The Program Manager shall possess the end-to-end vision, knowledge, skills and ability to plan, conduct, direct and supervise the technical work to be completed within this SOW, CMS business needs and is in compliance with both Federal and CMS programs, policies and procedures.


This position shall assure that the best solutions are utilized to meet the business and technology needs for development, operations, and maintenance of a large scale data warehouse.


Specific responsibilities and areas of expertise shall include the following categories:


  • Design Planning-The Program Manager shall have the ability to work with the contract team to formulate a plan that utilizes the most appropriate technology into designing a working solution to provide value to CMS by improving and streamlining business processes through efficient and effective means. When solutions require external and/or 3rd party resources, equipment or other such expenditures, the Program Manager has the responsibility to assure that solutions are of good value and cost effective to CMS.
  • Business Planning-The Program Manager shall oversee that CMS mission, vision, goals and business objectives are being considered, aligned and planned for accordingly. Support to both the CMS System Owner and CMS Business Owner shall be effectively coordinated with the contract team throughout the course of the project.
  • Project execution-In addition to planning the technical requirements, the Program Manager shall oversee and assure the proper execution of the design into a working solution. The Program Manager consistently oversees the processes to verify that the design is developed, reviewed and documented to meet the CMS Technical Reference Architecture standards, CMS SDLC/XLC methodologies, Technical Review Board gate reviews and any required CMS governance procedures and policies. 


  • The Program Manager position is technology focused and their education and experience shall reflect that.
  • Qualifications shall, at a minimum, possess the knowledge, skills and ability to administer and manage all the technical requirements listed in the SOW.
  • The Program Manager shall also possess at least 10 years experience in the oversight and leadership of all facets of large scale data warehouse development and operations
  • 3 years overseeing data warehouse projects utilizing big data technologies


The Program Manager shall possess the following:

  • Knowledge and experience with data warehouses, including architecture, capturing, managing, integrating and analyzing complex data sources preferably with Medicaid program data (such as medical, pharmacy, financial, and Medicaid program data)
  • Knowledge and experience with feasibility, assessing, identifying and recommending data warehouse and related business stakeholders' data requirements; solution prototyping and development; and impact of data changes on business and/or IT processes
  • Knowledge and experience with prioritizing, preparing, and implementing data warehouse architectural improvements, alternatives, strategies and architectural improvement plans; and emerging data warehouse technologies and strategies consistent with CMS's business strategies
  • Knowledge and experience with leveraging non-relational database repositories for the data warehouse
  • Knowledge and experience with data warehouses deployed in a cloud infrastructure, such as AWS
  • Knowledge and experience with data processing frameworks such as Apache Spark
  • Keen awareness of CMS approved SDLC methodologies, IT Infrastructure frameworks, Technical Reference Models, operating environments, infrastructure toolsets, and Government compliance regulations (ex: FISMA, 508, and other IT mandates)



Education: Undergraduate or masters level degree in an IT and/or management related field and PMP Certification


Clearance: Must be eligible to obtain a Public Trust
